Do i have to pay to bump my vb upto 3.7 if I already have the 3.6.8? How can I upgrade somehow?

If you have an active vBulletin license, then you can simply download it by clicking "More versions" or some similar button (right under the option to download the latest version).

Then just follow the usual routine to upgrade. Only do this if you feel comfortable to do this. You can have a test installation though.
