Paid Subscriptions issue with PayPal

I've set up a paid subscription according to the manual, checked and re-checked all the settings.

When I click the link in the control panel, I get the paid subscription page, then I select the subcription and click "order". I then get the "Select Payment Method" screen and click "Order Using PayPal" (the only method available).

I am taken to the PayPal screen to log in, I enter my PayPal login information and click "Login" and I get this error:

"The link you have used to enter the PayPal system is invalid. Please review the link and try again."

Everything appears to be correct.
