Is there a more thorough glossary/index anywhere that will explain all the technical terms for newbies? There are some terms that the vB Manual Appendix Terminology doesn't cover.

What don't you understand? The configuration file gives a description about what information should be entered. If you want something to help create a new config file (if you're confused), you could try this: https://www.vbulletin-setup.com

Chances are if you're confused by a setting or do not know what it means you can probally leave it as is.
