Can you enable video to be screamed but keep video out of the forums? And only members can stream video in there blogs?

This would require a modification. You can create custom BBCodes for videos but they will not be restricted to one particular area of your site.

I would imagine some sort of area specific BBCode but you would be best just asking your original question at vBulletin.org
