One License for Live Site and Development?

I was reading through the License Agreement, but wasn't sure how to interpret it.

Right now I use Simple Machines Forum. I have one install for my live forum and another install for my use only to test modifications before I put them on my live site.

I have been debating on switching to vBulletin, but if I must purchase two licenses to do the above then I probably won't switch.

It is allowable under the license agreement.

You may have a test site but you must have the directory password protected.
