Need help

Hi this is our first install of Vb and all is going great we do have two questions though if anyone could help us out that would be great..

K first one:

Both myself and Zara have been searching with no luck to find the admin section that changes the white bar at the top (the one that runs across from the vBulletin_logo.gif) can anyone enlighten us as to where abouts we change this..

Second one:

We post on quite a few boards on the net and have come across some board that have customized their user titles, NOT in the sense that they are different from the default like board god.. Some boards have them different colors and they give the appearance that they glow , i.e they have red bold text over white text.. Hope you guys understand what I mean.. LOL

Anyway that's it hope someone can help us out

Cheers for that but i cant see the Instant community bar in that graphic.

Am i being blind ????
