can vbulletin charge commission one each transaction?

Hi Friends,
I am planning to buy vBulletin but before that i have one major concern,can someone please explain if vBulletin is capable to do this:

Step-1: Poster posts a project in a new thread(available)
Step-2: All other users bid on that project(available)
Step-3: Poster hires one bidder with some amount. Poster should pay to the site that much amount beforehand(need this feature)
Step-4: Bidder completes the work and notifies the poster issuing an invoice(need this feature)
Step-5: Poster can contest the invoice, status changes back to hired or Poster can pay the bidder(need this feature).
Step-6: The site charges 5% commission and pays the rest of the amount to the bidder(This could be a manual step).

Can someone please tell me if there's anyway to accomplish this task in vbulletin or any workaround to do this?

If anyone provides any paid service to do this custom work,they are also most welcome.

You will need to hire a developer to create those modifications for you -- unless there are modifications for this at vBulletin.org.
