I want make a secend part of site(english lanuage).
a secend part exist on sub domain.(these are on one domain)

You can use the language pack to offer multiple languages to your members, you can install as many as you want on your 1 instance. From the footer your members can switch between them. of course, this doesn't change the actual post content that's posted by members, but it does translate the forum phrases.

To have two real distinctive forums, one with both 1 language and 1 language for posts too, and another one for another language and other language posts too. That is then considered 2 instances, and requires 2 licenses in total.

If you wish to have another forum on a sub domain, then yes, that requires a second license by the sound of what you're trying to do.
