What's new after 3.5.4?

I figure it's out there but I'm just not finding it...

Is there somewhere that I can read what new functionality and features are available if we upgrade?

You can view the features available in vBulletin 3.6.x by viewing the thread listed below. The thread lists the core features implemented at that specific time. The features in 3.6 may have changed slightly since the thread was written.

The best way to keep on-top with all the updates, is to check the announcements forum. They're all structured well with the use of appropriate titles, so it's relatively easy to find information.

Also note that vBulletin 3.7 is expected for release in the coming months, although no official release date has been given as of yet.
