I suggest to create special page that includes all member's albums
and the administrator can celebrate the nice albums by giving them medals or special awards or logos, or pinned them

What are you waiting for? Not all suggestions are commented on or implemented. The developer will review your suggestion and then implement it if there is merit to it.
