after upgrade to 3.7.0 B2 i am gettin following error at the same time index.php is white

Does the same thing happen with the default style?

Have you tried re-uploading all vBulletin default files (excluding images)?
It seems that function is correctly coded (May or may not be a difference in Beta 3).
Have you tried upgrading to Beta 3?

Your style cache is corrupted. Upload tools.php from your "do not upload" folder and rebuild your Style Information.
