How do I edit $notice_html

I saw this in the notice template and it's not in phrases manager, so where do I get "$notice_html"?

This is the call for the notices. You edit a notice in the Admin CP.

Ah I see the main formatting is in the navbar main template and the noticebit is the actual per notice formatting. VB Devs are always one step ahead. :D
