modfunctions.php download corrupted?

I've downloaded the 3.7 beta, but it seems /includes/modfunctions.php downloads currupt at least to me.
I left last night uploading the files to the testforum woke up, and it wast the only file that couldn't/didn't upload so i tried again and again failing.

So i decided to open the file with the notpad, and it says "acces denided", tried to make a copy of the file (control c control v) didnt work either "modfunctiosn could not be copied. Access has been restricted make sure that the hardrive is not full or protected agains writing and that the file is not being used." or soemthing like that (spanish windows)

Yep so I tried to download the tar gz version, tried to download from IE instead of FF all showing the same problem to this file :S

Works fine for me... Check to verify that you don't have any anti-virus software or alike that is false detecting it as a possible virus and blocking you from accessing the file.

No antivirus, restarted still nothing.

However downloaded the package from another computer and the file works, so I guess my computer is just weird :S

Did some more testing.
Sent the modfunctions over LAN from another computer to this one (the one in which the file doesnt work) and as soon as it lands it gets currupted :S very wierd.
The only way it doesnt is modifiying anything on that file save changes and then send :S
I guess I'll use a modified file :) (deleted one of the # formt he comented lines ^^)

Turn off any firewall and anti virus - and make sure you unpack it leaving the structure and file type and state in tact.

How do you unpack?
