If you buy a vBulletin license, you gain access to the member area, and you can use your customer number to post with a licenced account on both vBulletin.com and vBulletin.org.

Inside the member area, you have access to updates, license details and options, and this is also where you will renew you vBulletin from. On the forums (vBulletin.com/org), you will be able to ask for support, download forum skins, modifications, and other goodies like that.

You buy it for that amount and you have an owned license with access to upgrades and support for a year. After the year then you have to purchase the upgrade and support renewal if you want/need it.
