If you don't want to pay monthly bills, try NoMonthlyFees.com.

Marc, do you feel though that they can be relied on to run a forum?
Smithy, with the exchange rate at the moment you can get some good deals in the States. I also suggest that if you find a web host that you like and the price is not too much over what you wish to pay that you contact them personally and try and work out some sort of deal, maybe you can place links to them on your site and send them some traffic or something, you never know until you ask.

I take it this is for a vB Board? What do you need, other than PHP/SQL and how much bandwith are you planning to use?
Is it for a new board or an established one?

A few people to take a look at:
WizardsHosting.com
HostMatters.com
OpenHosting.co.uk
Nicky is correct that a great deal of hosts will try and work something out with you, but some may be reluctant if you are running vB as it can be a server killer (Well, mySQL can) so sometimes it may not be worth it for a lower value account - But it is always worth trying.

I am a thirteen year old and somehow, I am able to afford spending only $20.00 a month (which sounds increadibly reasonable) for fifteen gigabytes of bandwidth and three hundred and fifty mega bytes of disk space on a virtual hosting plan.
I highly doubt that you will find a good package with such a low budget.

You could always try and plead to KDA Web Services (http://www.kdawebservices.com), they might be able to do something for you! :D

Smithy I pushed APHosting.com to $60.00 a year for the L300 Plan and I'm so happy. Maybe you can go push them down too.
