cannot find "import" in admincp

I've installed the impex directory in the home directory:
html/forums/impex

and the cpnav_impex.xml file in
html/forums/includes/xml

however there is no link "import" in admincp.

I have refreshed, logged out and logged back in and the import is not there. Any advice.

Check again. It will show up if the cpnav_impex.xml file is in the 'includes/xml' directory.
