"Moderated Comments" shows comments, but no checkbox

If one of my users clicks on "approve comments", they do indeed get a list of unapproved comments with the little icon with the X over the mouth. However, there is no checkbox next to the comment to approve it. Or a dropdown, for that matter.

Do they have the Can Manage Comments within Own Blog permission?

Yes. They can approve comments by viewing their blog entry and scrolling down, just not from the Approve Comments screen.
