I set up a special usergroup. No one but this usergroup should be able to start a blog. I have all but viewing and commenting turned off for everyone else. However, every non-guest sees a control panel that makes it look like they can start a blog, regardless of whether they're in the blogger group or not. They also see "Go to my blog" even if they don't have a blog (and can't start one).
And even though I have forced comment moderation set in admin, it still offers the option of turning off comment moderation to individual bloggers.

Please post the Blog permissions for the Unregistered group.

It's actually the Registered group, since I don't want them to start blogs. Attached are the permissions

I was going by this:
"every non-guest sees a control panel"
Set these to 'No':
Can view own Blog
Can post comments to own Blog

That got rid of "Go to my blog", but they can still see "Blog Control Panel" (and the link takes them to a control panel).
And people with permission to blog are still seeing the checkbox for optionally moderating comments, even though I set it to mandatory in admin.

Hmmm...I can't duplicate that problem. Please post the latest blog permissions.
As for the second question, please explain what you are doing exactly.

Attached are the current permissions for my Registered group (who do NOT have blogging permissions). They still see the control panel link.
As for the second issue, I wanted moderated comments to not be optional, but bloggers still see the option to turn off comment moderation whenever they post.

I cannot duplicate this with the default 3.6.8 and Blog 1.0.2. With those settings, 'Go to my Blog' disappears.
Have you installed any add-ons? Are these members in more than one usergroup?

I actually have a few plugins, but nothing for blogs yet. But I'm not talking about "Go to mhy Blog", your advice worked there. I'm talking about the "Blog Control Panel".
And the members that can see the link for blog control panel are not in more than one group. If you registered on my site, you'd see it (even though you couldn't blog).

You mean comment in other's blogs? That's the only thing I have turned on for them.

Yes, and because of that they will have a Blog Control Panel.

So even though I don't have permission to make blog entries, I still see an entry under control panel:
"Default Subscription Mode: Blog Entries
When you post a new blog entry, you can choose...etc."
I know that will confuse some of my users.
Also, I was partially mistaken before about the "Go to my blog". It did disappear from the main blog page, but if I'm a user without blogging priveledges I can still see it whenever I'm reading a particular blog.
