vBulletin working - Missing files

I've successfully imported my old vBulletin Database, files and other stuff over to my other host. But this host doesn't allow these files:

.crt files
.ace files

It's missing some of these files... Would it run smoothly without these?
the .ace files are

LICENSE.ace
README.ace

EDIT: Found side affects...
Two Log in boxes in the MOD CP and ADMIN CP


The .crt file is

ca-bundle.crt

vBulletin does not include those files. I don't know what those are from.

When I downloaded vBulletin Patch Level 1,
My host refused to upload, ca-bundle.crt (in includes\paymentapi), (in LICENSE, (in /) and README (in /clientscript/yui/)

My bad. One way or another you are going to have to upload those files. Why would your host refuse this?
