I just used 1and1.com hosting for my vbulletin and got 250GB storage.
However they limit mySQL databases to 100MB....I am ticked off.
Does all my vbulletin data, pics, etc have to stay in the 100MB area or can it be stored in the other 249.9 GB of space I paid for?
Should I punt and go to a different hosting company?

Images can be stored out of the database (where they belong) in their seperate directory. CSS can also be stored out of the database. Check the options in the Admin CP under vBulletin Options.
If your forum isn't very busy 100MB will last you awhile. But if it has constant activity, after seeing what bots can add to a database (800MB) in 2 months...ah....you would want more database space.

CSS is always in the database, its just exported to a file as well.
Images are already stored (as in the style images) in the filesystem.
You can however store attachments, signature pictures, and avatars in the filesystem aside from the database.

Surprised that 1and1 offers only 100 MB of MySQL Database. You can confirm that once again with their support team.

In order to get a larger database size, I have to upgrade to VPS for 3x the price per month.

Just to put the size limit in perspective for you, here are approximate stats for one of my forums that is using 93MB of HDD space for the database: 12,000 threads; 65,000 posts & 9,000 members. That's with a few hundred avatars of max size 5120kb stored in the database.
If 1&1 is working fine for you and you're a while off from using most of the 100mb, maybe stay from them until you get close to the mysql hdd space limit. Setup a cron to email when you pass maybe 80mb, then start shopping around for a host with more capacity.

Find a host that looks at space and dbs as a overall quota not separate with limits like this.

It is better to save attachments as files, in any case. 100 MB may be good enough for a small/medium sized forum. if you need more space or better support, get something like hostgator for a couple of $ extra per month.

You should be fine for a while, like John said, stick with them for the time being if you are satisfied. Moving the forum isn't that hard, so when your database becomes big enough, just pack the bags and leave!
