Change Colors/Style for Specific Forum

Ive searched all morning and not found what Im looking for.

When you go to the second link its in the same fourm but the look is totaly different. I would like to know where to edit to make a change like they did.

They are simply using a different style for that forum. Once you create a new style, you can set a specific forum to use that style here:

Admin CP -> Forums & Moderators -> Forum Manager -> Edit Forum -> Custom Style for this Forum and Override Users' Style Choice
