The web server, php and mysql are services provided by your hosting provider. vBulletin just requires them to run in order to function properly.
I personally recommend a unix/linux os with Apache, php and MySQL. But anyway, with iis it will work too as per our features.php page. Here's the instructions that might help you: http://www.peterguy.com/php/install_iis6.html

Yes, I agree with you, but Windows is only choice that we have(Policy)....... Can you give me more hint what kind the type I should select when I install PHP 5 that it shows the web service option if I need to use the IIS ( there has two type, ISAPI or CGI.......because it looks I cannot select both, vb or php will has something wrong).........? The instruction page doesnt have too many instructions about the PHP installing, but still have great help for me...... Thanks.....

From what I see others with Windows as platform running PHP, it's done over ISAPI. But I don't have enough experience with this to call it a professional recommendation. I believe it is faster and more secure.
Anyway, here's some info on how to install it on Windows: http://us.php.net/install.windows
