I am trying to complete the install on 3.6.8. The db is setup and the config.php has been completed.

I went to install.php and on step 6)Importing Language I have a vBulletin Message that states XML Error: %1$s at Line %2$s

What does this mean and how can I fix it?

This means that you have not uploaded the .xml files correctly. Reupload the install/*.xml files. Make sure you upload these in ASCII format and overwrite the ones on the server.
