Adding a database to a "new vbulletin"

I have my sql database but my host deleted my whole vbulletin files so i reuploaded the vbulletin files and edited the config.php with the database and i get a database error. when accesing my forum.
What is the way of install or succesfully conect my database ?

but i dont get it working do i have to run install.php or upload tools.php to syncronice this files to my database ?

i tried runing install.php but it empied my database. how can i prevent this ?
