Not sure what you mean, but thumbnails can be attached to an issue, but this isn't per post (it appears at the bottom of the page with the issue on) and there isn't a way I know of adding an image by default.

Project Tools can use the "" bbcode which will insert an image into it's posts.If you do not see the corrosponding button [IMG]http://www.vbulletin.com/forum/images/editor/insertimage.gif you need to enable it in the Project tools options => Allow bbcode "[IMG]" ? => yes
