This is a fresh install? At which step did you get this error? It looks like a problem with PHP.

If I recall, I saw it on the first step once the database was populated. So this is possibly a PHP issue?
I just remembered I have 6 mo. of support with my purchase. If you have ideas, I'd love to hear them. otherwise I'll try support in the AM.

We'd need to see the full error message... It seems to be truncated with what you've posted above. Can you please copy and paste us the full error message or take a screen capture of this error?

Do you have a phpinfo.php file? If not create a text file with this content:
<?php
phpinfo();
?>Name it 'phpinfo.php' then upload it to your forum directory and post the URL here. This will help us troubleshoot the problem.

Done ( created phpinfo.php )
here is the link to the server http://binolcqa01.bosptc.intuit.com/forums/
But I am pretty sure it's firewalled since this is an internally facing board.
and here is the full error message ( it appears 9 times at the top of each page )
Warning: date() [function.date (http://binolcqa01.bosptc.intuit.com/forums/function.date)]: It is not safe to rely on the system's timezone settings. Please use the date.timezone setting, the TZ environment variable or the date_default_timezone_set() function. In case you used any of those methods and you are still getting this warning, you most likely misspelled the timezone identifier. We had to select 'UTC' because your platform doesn't provide functionality for the guessing algorithm in /includes/functions.php on line 3433

If you have purchased Phone Support you can try. However this is certainly a server issue, most likely the PHP or Windows configuration, and there is a limit to how much we can help with that.
Here is a Google search that might help:

How about the COOKIES error. IF I can get that solved, at least I can get loged in.
I am checking with my SA to see if I can "open" the box to help support.
