Unable to enter Admin Control Panel after completing Script

I am having some problems after installing the forum to my server. I had no problems going through and installing the 13 steps for a clean install of v3.68. No problems with the install script. I deleted install.php and upgrade.php and when I click the link to enter the admin control panel - this is where the problem begins. It opens the page up, but it is blank except for a very small icon at the upper left page. It looks like a rectangle with a circle in the middle. I have no clue what it means. I am stuck at this point. Any suggestions?

I uninstalled and reinstalled VBulletin again and have the same problem.
After completing steps 1-13 of the install scrips, I deleted the install.php file and go back and click to access the control panel on step 13. I get a blank white screen with a small symbol at the upper left corner. Please see attached.
Any suggestions?

I'm sorry but those are all the known causes of this problem. Pleasse reupload the vB files.
