Admin CP -> vBulletin Options -> vBulletin Options -> Forum Listings Display Options -> Last Thread Title Maximum Displayed Characters -> [??]

This value will chop the title of the last thread posted down to a specific number of characters for its display on a forum listing.

A value of 0 will not trim the titles at all.
