My "Allow comments to be posted" for all users are all set to OFF.

I'd like to turn all on, what do I do?

all my users are set to off. is this default?

That depends on your usergroup settings.

In the Usergroup settings:

Blog General Permissions
Blog Entry Permissions
Blog Comment Permissions

That should default to ON.
