Why is vBulletin only available in English?

I am also planning to host a chinese forum..although I already have the English forum (http://forums.sanguo-online.com) running..

But I do see some Chinese site running vB in Chinese

yeah, but for some of the coding problems,
the chinese characters might become codes (e.g.&755 stuff)...
