I am converting from SMF to VB. I have an active SMF board and I do not wish to interupt the users. Is it ok to add all the modifications, themes, and addons I want for my VB before importing users and messages?

You can but there is a chance that any changes these modifications make to the database could interfere with the import process. If that's the case. you would have to start all over with a freshly installed forum.
