You dont need to restart a linux box everytime updates/security patches are installed. You will do this several times a month with a windows box.
Go with Linux (CentOS imo)

Yeah you will need 1 GB Burstable and you also need atleast 256 MB guaranteed RAM.

if you using cpanel go with at least 384 megs of ram. Also if going with a vps and the host does a offsite backup for you remember the backup first has to be created on the vps before it is moved off to the backup server so make sure you have enough disk space to accomplish this.

cPanel/WHM is the best for Linux Hosting IMO and almost every hosting company prefer cPanel on their linux plans.

Err what? You need to reboot for kernel updates, and updating the kernel is part of security updates.

my comment was a relative comparison and not absolute. yes even Linux machines need rebooting but those updates are nowhere near as often as windows machines.

I have heard that UNIX is the most secure platform, and that windows is really user friendly...

I would also recommend going for Linux. Linux servers are less expensive, and there is no need for a windows server unless you plan to run ASP, and .NET scripts/

agreed :)
if you plan to get one with linux, cPanel is a must have...
however, if you plan to get windows, Plesk is the one :D
(Plesk because cPanel for windows platforms are still being developed :p)
but Linux is recommended most of the time.... unless you will run the above quoted
