"No input file specified" After Install

After installing I get a "No input file specified." when clicking on any of the "Project Tools" links on the left hand menu

I have attempted the following steps:

--Re-uploaded all files
--I am able set changes within the vBulletin Options for "Project Tools"
--Uninstalled and Reinstalled the XML file
--Verified that I am on (vBulletin 3.6.7 PL1)
--Searched the forums related to this error message under Project Tools.

Any help would be greatly appreciated.

Looks like this was an upload issue with binary vs ASCII. Not sure why Binary worked while ASCII did not.

I would suggest anyone getting this error message to re-upload the files and try whatever format did not work the first time.
