Server still down

My server is still down after nearly 24 hours. I have reastarted the server and reastarted http and everything else in the server.

What do I do in puTY or whatever it's called?

Try to issue this via ssh:
service httpd restart

Other than that, since all servers are configured slightly different, your best bet is to contact your host provider / server administrator to look into it for you.
