Is there a way I could for example have a temporary project (for example vB 3.7 beta) that only certain people could access/view/post to, but then when 3.7 final is out, I could move the data from 3.7 into the vB project, so that it appears as if it were always a part of it?

You can move issues between projects via the admincp although this is not a mass move and requires them to be moved individually.

You could use a different issue type in your existing project and set the permissions for that issue type in that project, or you could use the existing project and issue types and mark the issues as private while giving the people that you want to be able to see them access to view private issues.
