Does ./includes/xml/bitfield_vbulletin.xml exist? If not, try reuploading the file and see if that does anything.

If it is there, does your host support xml on PHP? (If you'd like to check, not sure if this works on Windows OSes, check for something like " '--with-xml" in a phpinfo.php file [contents: <?php phpinfo; ?>])
