Can't seem to install it...

I have uploaded the files twice and manually checked that a sample of them are really present, but I just keep getting this:


Please upload the files that came with the vBulletin Project Tools before installing or upgrading!


I also can't seem to import the XML file from the server - I have to do it off my PC (it can't find it).
