Attachments on Project

With directly you mean while you're writing up the issue? Because once submitted you can add attachments from the ticket page.

i mean instead of only being able to add attachments to tickets, you could make it so you could add them directly to the actual project (under the description)

Ah, I understand now. Yeah, that is a nice suggestion. At this time not an option though.
