The Project Tools is out of beta and can now be purchased.

An active vBulletin forum software license is required. The Project Tools requires version 3.6.6 or higher.
To get support for the Project Tools add-on you have to show up on the support forums as a licensed customer. You can set yourself up for free priority support by going to http://www.vbulletin.com/members/membersupport_priority.php Here you enter your vbulletin.com/forum email address in the input field and you are all setup!
