I am currently in the midst of finding a suitable bulletin to install a forum in my company's website, where my users/customers are both English and Chinese users. So what version should I actually purchase? The English or the Chinese? Or do I actually have to install both?

It depends on the support you require. If you require support in chinese you need to purchase the license from vBulletin-china.cn.
If you purchase a license from vBulletin.com you can still install a chinese language pack that are made available by vBulletin-china.cn, http://www.vbulletin.com/forum/forumdisplay.php?f=96&order=asc

I don't need really need support in Chinese. Thanks for clearing that up. So it will mean that purchasing the English version is more than enough eh?

Yes the software provides support for Muliple languages so you should have no problems providing both English and chinese for your members.

Just a quick little question.
Does it means I can run VBulletin on my website as long as I meet the minimum requirements for my PHP and MySQL version?
I'm with DirectAdmin and their version of PHP is 4.4.6 and MySQL is 4.1.21
