What about passwords, where are they located? Can the moderator or admin not get access to both username and password?

there is an option in config.php to make passwors viewable in the control panel.

It doesn't work the other way around then, ie switch on the feature to view passwords within the control panel?

Nope, as that would defeat the original purpose of moving it to config.php.
