Recommendation for server move and upgrade

I'm moving a very large site (over a million posts) that presently is at 3.5.6 to a serious dedicated server with the latest PHP and MySQL. Would it be better to move the site, get it running and then upgrade to 3.6.5 or do a clean install of 3.6.5 on the new server and import the database?

Move the database, make sure it is running ok, then upgrade it to 3.6.5
