Yes, he did buy a license; he is a vBulletin China customer.
I've explained several times (twice on vbchina and once on presales here), unless he buy a license here on vBulletin.com, he will not have access to the member's area forums here. However, the message seems to not be getting across...

vBulletin China clients only gets support in Chinese language -- on vBulletin China's forums and vBulletin China support tickets. This is written in the license agreement at time of purchase, at page downloading the software, as well as attached in the downloaded package. I have out right told him to review the license agreement on vBulletin China forums already; hopefully he will go ahead and read it.

As far as I know Chinese customers have to get support from vBChina, and can't show up licensed on vBulletin.com - and access (showing licensed) is limited vBulletin.org.
