Two questions:
1)
Which of these servers would be best for running Vbulletin:
Intel Xeon Dempsey 5050 Dual Core Single Chip server
Intel Xeon Woodcrest 5130 Dual Core Single Chip server
Intel Xeon 3.0, 2 x 3.0GHz, 800MHz, 2 x 2MB - HT
AMD Opteron 248 2 x 2.2Ghz
AMD Opteron 2212 2 x 2.0GHz
...or another suggestion?

Is it worth upgrading from a single processor/dual core woodcrest to a single processor/quad core clovertown for $20 a month extra? Is the increase in performance significant, specifically in regards to mysql related websites such as vbulletin.
The specifics are:
(Woodcrest) Intel Xeon 5130, 2 x 2.00GHz 1333MHz
(Clovertown) Intel Xeon 5310 4 x 1.60GHz 1066MHz
