The purchase page states that the license is for one server. "An owned license grants you the right to run vBulletin on a single server for an unlimited time."

Now, does that mean one server as in a physical sense or software sense, where I have 1 box, running 1 instance of apache, therefore I can have 35 different vbulletins across 35 different vhosts. Or do they mean per host, not per server, so that I would need one copy for each vhost?

you need one license per instance of vBulletin.

if you run 5 boards on the same server, you need 5 licenses.

This should be clarified on the purchasing page then. Server is a generic term with many potential meanings. If you don't spell out what you mean clearly, someone WILL take advantage of this. There's nothing that states single instance per license. Legally, unless there's more post-purchase licensing documentation, there's nothing you could do to stop someone from doing this. Also, if there is more post-purchase licensing documentation, the grounds are open for a potential lawsuit for false advertising if someone chose to challenge you on this.

to me, it seems logical that you need an indivual liscense per each public running instance of vB, and it should really be cleared up in the terms because I have seen many posts about this
