I am new here, so what should I do to buy arabic vbulletin...

do I need to buy the new vBulletin 3.6.4 (because i want the recent) and change some file before upload to my web ... if yes please guid me...

After purchasing a license, you can download a number of vB language packs. I am not sure if Arabic is available, though. If not, you can use the Phrase Manager in the ACP and make your own translations.
