The relevant error is:

mysql_connect() [<a href='function.mysql-connect'>function.mysql-connect</a>]: Access denied for user 'root'@'localhost' (using password: NO)

It looks like you did not edit config.php with your specific database info. Please read this for all the known causes of this error:

Looks like you might have accidentally overwritten your vB config.php file. Open the vB config.php file and reset your values. Unless specifically indicated, you don't need to overwrite the vB config.php file when doing an upgrade.

EDIT: Steve is fast. :D

so how should i do it? Open it from the one that i have loaded inthe server? Is my data all gone?

Sorry what do you mean why no need to overwrite the vb config.php file. I only thought that i need to delete the install.php and everything is ok and just upload everything up.

Do i have to edit my config.php, The upgrade readme file didnt tell me to do that.

You should not have to re-edit your config.php file upgrading from 3.6.3 to 3.6.4. Unless you have changed the db info you can use the same file and settings.

You probably overwrote your old config file. In that case, you need to edit the config.php file (located in the includes directory), like you did when you installed for the first time. After you edit it, it should work.

Beside the database username and password, what other things should i put in? Gee, i forgot the password. Would my webhost be able to retrieve it for me?

I saw config.php ( which i have overwritten) and i also see a config.php.php ( this is VB 3.6.3, should i delete this one away?)

If you do not have a backup of your working config.php file, then I suggest contacting your host for the correct db info.
