Importing Arabic usernames shows as ????

When I import usernames with different charaterset, in this case Arabic Language, I get ????? . The Database shows collation/charset as latin1, I tried UTF8 and problem still persist. Any idea what I can do.

You need both the target and source in utf8, ImpEx 1.78 (to be released soon) has updates for correct UTF8 handling.
