Hello,
Ask your new host to assist you.
Otherwise, in summary:
0) Change the namerservers of your domain.
1) Close your board with a nice message: 'we are moving, dns are propagating...'
2) Move the files over via ftp (if it's a large amount of data do that before 0) )
3) Move the mysql database
4) Adjust the config.php on the new server.
5) Reopen the board.
6) Enjoy.
For a smoother move, try to have same version of Mysql on both sides.

I noticed the guide says you need telnet access, if you dont have this then i can understand the need to get my host to help me but will phpmyadmin do the same job?

If you don't have telnet or SSH access, some people have reported success with these scripts:
MySQLDumper:

MySQLHotxcopy:
