Do I need to purchase another Vbulletin license in order to access the latest file?

That will depend on your license.

If you have a Leased license that is expired: Yes you are not allowed to run vBulletin with an expired Leased License and you will need to purchase a new license.

If you have an owned license, then you are allowed to run vBulletinforever, but you will need to renew your license if it is expired to be able to download version released after the expiracy date. Please not that this is not a new license but a Renewal for 1 year (costs $30). You can renew your license by following the Upgrade/Renew link in the Members' Area.
